Fire prevention is a broad responsibility. It covers everything from fire risk assessments and fire door inspections through to the maintenance of systems most building owners rarely think about. Fire dampers sit firmly in that last category. They are out of sight, rarely discussed, and frequently forgotten – yet they play a critical role in stopping fire and smoke from spreading through a building’s ventilation system.

What Is a Fire Damper and What Does It Do?

A fire damper is a passive fire protection device installed within ductwork where it passes through a fire-rated wall or floor. Its job is straightforward. In the event of a fire, it closes automatically to prevent flames and smoke from travelling through the duct and into other parts of the building.

Without a fire damper in place, a ventilation duct becomes a direct pathway for fire and smoke to bypass the compartmentation that the rest of the building relies on. A fire contained in one area can spread rapidly through a duct network, reaching parts of the building that should have been protected.

Fire dampers are typically held open during normal operation by a fusible link. A heat-sensitive component that melts at a set temperature, releasing the damper blade and allowing it to close under spring tension. Some systems use electrically operated dampers that respond to signals from the fire detection system. Either way, the principle is the same. When heat or smoke is detected, the damper closes and the duct is sealed.

Why Are Fire Dampers So Often Neglected?

The honest answer is that they are invisible. Fire dampers are installed inside ductwork, above ceilings, and within wall cavities. You cannot see them during a routine building inspection. Unless someone specifically goes looking for them, they simply do not register.

There is also a knowledge gap. Many building owners and facilities managers are aware of their obligations around fire doors, fire extinguishers, and emergency lighting. Fire dampers are less well understood, and the requirement to test them annually is not as widely known as it should be.

The result is that fire dampers in some buildings have not been tested in years. In the worst cases, they have never been tested at all since installation. A damper that has never been operated may have seized in the open position, corroded, or been obstructed by ductwork modifications carried out after the original installation. None of this is visible without a thorough inspection.

What Does the Law Say About Fire Damper Testing?

Annual testing of fire dampers is a legal requirement. HTM 03-01, the NHS guidance on ventilation in healthcare premises, has long specified annual testing as the minimum standard, and this expectation has been broadly adopted across the wider built environment.

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person has a duty to ensure that fire safety measures are maintained in an effective state. A fire damper that has not been tested and verified as operational does not meet that standard. It is a component of the building’s passive fire protection, and passive fire protection that has not been maintained cannot be relied upon.

The Building Safety Act 2022 tightened things further. For higher-risk residential buildings, being able to evidence the condition of fire safety measures is now an explicit requirement, not an expectation. What Does Fire Damper Testing Actually Involve?

Testing a fire damper means physically operating it to confirm that it closes fully and correctly, then resetting it to its normal open position. It sounds simple. In practice, it requires access to the damper, which often means working in confined ceiling voids or duct risers, and the knowledge to identify faults, assess condition, and carry out any necessary remediation on the spot.

A proper inspection will confirm the damper is present, correctly positioned, and closes fully when triggered. The fusible link or actuator needs to be in good condition, the blade free from obstruction and corrosion, and access maintained for future testing.
